On Monday, March 8, in Daugavpils border guards detained a bribe-giver – giving a bribe of €50, border guards were attempted to bribe by a Russian citizen.
During immigration control, in Medumu Parish of Daugavpils District, on the A13 highway, border guards detected a Russian citizen entering Latvia, the woman could not present a negative result of the Covid-19 test or a medical document confirming that the person is not infectious.
After a short while, the driver approached the border guards with a 50-euro banknote in the passport cover, which was intended as a bribe in order the border guards allow to cross the border without the Covid-19 test.
On Tuesday, March 9 criminal proceedings for giving of bribe was initiated under Article 323(1) of the Criminal Law, which were transferred, by expedited procedure, to the South Latgale Prosecution Office for the commencement of criminal prosecution. While the South Latgale Prosecution Office transferred, by expedited procedure, the criminal proceedings to the Daugavpils Court. The person was found guilty of committing a criminal offense and was fined 10 minimum monthly salaries, t.i. 5,000 euro. The judgment shall take effect within 10 days.
Bribery qualifies as a serious crime punishable in accordance with the Latvian Criminal Law by the deprivation of liberty for a period of up to five years, or temporary deprivation of liberty, or community service, or a fine in an amount of ten up to two thousand minimum salaries set by the Republic of Latvia.
