Title: „Information Exchange Gear of Baltic States (BSIEG)"
Duration of the Project: From 1st June 2014 till 31st August 2016.
The main objectives of this Project:
The main objectives of this project is to create the possibility of direct communication (with support of National NCCs) among units of Estonia, Latvia and Lithuania border guard authorities at local and regional level in the border areas with Russia and Belarus, provided by exchange of actual information close to real time.
The solution will be realised at three main levels for the exchange of information, at local, regional and national level (with main function - coordination).
The main emphasis on providing continuous exchange of actual information close to real time among patrols (foot and mobile) of neighbouring countries - participating in the project. In the process of information exchange will be involved RCC with common support functions and NCC with coordination functions. At the regional level in the process will be involved also immigration units, providing support in the border area with relevant investigation process.
In the framework of the Project, the border surveillance technical equipment (presence detection system and sakaru un komunikacijas aprikojums) and its interface is planned further to use for European Border Surveillance System (EUROSUR) needs.
The objectives of this Project is:
1. to develop cooperation effectiveness between EST-LVA-LTU NCC's at Sectoral level;
2. to create the possibility of direct communication between units of EST-LVA-LTU border guarding authorities at local and regional level in the border areas with Russia and Belarus,
3. to provide direct actual information exchange of cross-border incidents between units of EST-LVA-LTU border guard authorities at local and regional level in the border areas with Russia and Belarus close to real time.
4. to provide that the alarm signal and the video of the violations location will be available to the units of the border guarding authorities at local and regional level, as well as to Latvian, Lithuanian and Estonian NCC.
In the framework of the Project is planned to provide effective and continuous receiving of information on the situation at the "green" border for detecting, identifying, tracing and detaining persons, who are trying to enter into the EU illegally, thereby improving the EU's external land border surveillance and control.
Within the framework of project:
On 20th December 2013 the Grant Agreement between European Commission and the State Border Guard of the Republic of Latvia on European Commission financial support for the Project No. HOME/2012/EBFX/CA/2015 „Information Exchange Gear of Baltic States (BSIEG)" was signed.
On 27th June 2014 Cooperation Agreement between the State Border Guard of the Republic of Latvia and the Border Guard Department of the Police and Border Guard Board of the Republic of Estonia on joint participation in the Project was signed. Responsibilities and tasks of the parties to be taken in the Cooperation agreement.
Costs of the Project:
Total costs of the Project 915 138,00 EUR (including EU coofinancing 90 % - 823 653,00 EUR and coofinancing of the State Border Guard of the Republic of Latvia 10 % - 91 485,00 EUR).
The project is implemented in the framework of the External Border Fund under the Programme "Solidarity and Management of Migration Flows (2007 - 2013)" of the European Commission.
